Narrative:

Cleared to 15000 ft. Assigned heading 360 degrees (vector around WX). TCASII TA at about 12800 ft in the climb. Selected TCASII range to 40 (no display above that) and immediately saw traffic nearly right on top of us, 1000 ft above and descending. Our climb rate must have been in excess of 2000 FPM. First officer turned off autoplt, leveled, then began a descending left turn. I advised ATC. ATC assigned immediate heading of 260 degrees and said VFR traffic just popped up at 13500 ft. When clear, the climb was resumed and operations normal. Notes: no TCASII RA was given. At closest point, TCASII showed traffic +400 ft right on top of us. Visual contact was never established.

Title: A320 CREW GET A TCASII TA BUT NO RESOLUTION. DEFINE THE POS OF THE INTRUDER AND START A DSCNT AND A TURN. ATC ASSIGNS NEW HDG, CTLR SAYING THE TFC JUST POPPED UP.

FO TURNED OFF AUTOPLT, LEVELED, THEN BEGAN A DSNDING L TURN. I ADVISED ATC. ATC ASSIGNED IMMEDIATE HDG OF 260 DEGS AND SAID VFR TFC JUST POPPED UP AT 13500 FT. WHEN CLR, THE CLB WAS RESUMED AND OPS NORMAL. NOTES: NO TCASII RA WAS GIVEN. AT CLOSEST POINT, TCASII SHOWED TFC +400 FT RIGHT ON TOP OF US. VISUAL CONTACT WAS NEVER ESTABLISHED.
