Narrative:
We were departing ewr to cle. We were cleared into 'position and hold' runway 22R. I asked the first officer to do the before takeoff checklist. He accomplished this task and announced 'checklist complete.' in addition, asked if the flight attendants had been seated. This was acknowledged in the affirmative. We took off and proceeded to cleveland in a normal manner. Upon arrival in cleveland, a passenger (off duty FAA aviation safety inspector) notified me that we had not made the required announcement. In addition, we had another pilot riding cockpit jump seat and afterwards, upon asking him if he remembered the announcement, he said yes. The first officer even had to have him move his knees to get to the handset. All I can recommend is to try and listen to see if you can hear the announcement through the door. Often the PA's are fairly mute and it is impractical and not enough time to call the flight attendants and ask if they heard. In this case they were already in their seats and no incident occurred.

Title: FLC OF DC9 IS TOLD AFTER LNDG BY AN OFF DUTY FAA INSPECTOR THAT THE PRE TKOF PA WAS NEVER HEARD IN THE CABIN. FLC KNOWS THE ANNOUNCEMENT WAS MADE BECAUSE THE JUMP SEAT RIDER HAD TO MOVE HIS LEGS TO ALLOW THE FO TO REACH THE PHONE.
Narrative: WE WERE DEPARTING EWR TO CLE. WE WERE CLRED INTO 'POS AND HOLD' RWY 22R. I ASKED THE FO TO DO THE BEFORE TKOF CHKLIST. HE ACCOMPLISHED THIS TASK AND ANNOUNCED 'CHKLIST COMPLETE.' IN ADDITION, ASKED IF THE FLT ATTENDANTS HAD BEEN SEATED. THIS WAS ACKNOWLEDGED IN THE AFFIRMATIVE. WE TOOK OFF AND PROCEEDED TO CLEVELAND IN A NORMAL MANNER. OFTEN THE PA'S ARE FAIRLY MUTE AND IT IS IMPRACTICAL AND NOT ENOUGH TIME TO CALL THE FLT ATTENDANTS AND ASK IF THEY HEARD. IN THIS CASE THEY WERE ALREADY IN THEIR SEATS AND NO INCIDENT OCCURRED.
