B737-500 aircraft taxiing to runway 11L failed to read note on airport diagram page that states where the runway commences and to not taxi beyond that point. Flight crew was also distraction outside the aircraft and crossed a runway.

Narrative:
First time at tus in many yrs. We were cleared by ground control to taxi to runway 11L. We taxied on taxiway a. I was intent on looking out of the window at the taxiway, and also at the air national guard F16's parked on the ANG ramp. I missed the notes on the 10-9 page and inadvertently crossed runway 3/21 without a clearance. I suggest that a large sign be placed on taxiway a abeam taxiway A4 saying 'do not taxi past this point without ATC clearance.'
