Narrative:
The pilot called F100 maintenance control and report low reverse thrust from hotel. F100 maintenance control called ZZZ line maintenance to relay the report and say must troubleshoot and repair before further flight. This was confirmed by myself. Now faced with 2 must repair items -- thrust reverser and antiskid inoperative. Abc and myself work on the antiskid item. Xyz did block out pin and disconnect feedback cables. Abc and myself changed a harness and transducer and needed a part. A road trip set up at XX30. Abc and I were instructed to run up the engines. Xyz to adjust the engine. XXX was safety man for xyz. We started at XB00. We returned to the ramp at XC50. Xyz report engine oil on #1 engine oil tank area. I made phone call to F100 maintenance control and had conference call with engineering and got an engineering repair approval. Abc went to gate area to dispatch aircraft at XD00. YYY went to help xyz finish up the reverse thrust problem. VVV assisted me in replacing the #1 transducer and performed the repair on the #1 engine oil. Abc, VVV return to shop and YYY and I swapped trucks. YYY and I made temporary repair per engineering repair approval. Abc and YYY returned to finish the thrust reversers on both engines. VVV assisted me in changing the transducer. Abc and VVV finished thrust reversers and asked if we had finished engineering repair approval on #1 engine. I answered yes. Abc and VVV left the aircraft. I finished up the antiskid item. I arrived in the office at XD35 and abc, xyz, VVV, and XXX left the property. I was left to finish all the paperwork. Callback conversation with reporter revealed the following information: reporter stated the thrust reverser problem was adjustment to the throttle stops in reverse mode. Reporter said the engineering repair approval was directed to an engine oil leak discovered after engine run. The reporter related all the work was accomplished except for the paperwork which was left to the reporter to complete incurring a delay.

Title: A FOKKER 100 WAS DISPATCHED WITH BOTH THRUST REVERSERS LOCKED IN THE FORWARD THRUST POS FOR MAINT AND ON LNDG NO ENG THRUST REVERSE WAS AVAILABLE.
Narrative: THE PLT CALLED F100 MAINT CTL AND RPT LOW REVERSE THRUST FROM HOTEL. F100 MAINT CTL CALLED ZZZ LINE MAINT TO RELAY THE RPT AND SAY MUST TROUBLESHOOT AND REPAIR BEFORE FURTHER FLT. THIS WAS CONFIRMED BY MYSELF. NOW FACED WITH 2 MUST REPAIR ITEMS -- THRUST REVERSER AND ANTISKID INOP. ABC AND MYSELF WORK ON THE ANTISKID ITEM. XYZ DID BLOCK OUT PIN AND DISCONNECT FEEDBACK CABLES. ABC AND MYSELF CHANGED A HARNESS AND TRANSDUCER AND NEEDED A PART. A ROAD TRIP SET UP AT XX30. ABC AND I WERE INSTRUCTED TO RUN UP THE ENGS. XYZ TO ADJUST THE ENG. XXX WAS SAFETY MAN FOR XYZ. WE STARTED AT XB00. WE RETURNED TO THE RAMP AT XC50. XYZ RPT ENG OIL ON #1 ENG OIL TANK AREA. I MADE PHONE CALL TO F100 MAINT CTL AND HAD CONFERENCE CALL WITH ENGINEERING AND GOT AN ENGINEERING REPAIR APPROVAL. ABC WENT TO GATE AREA TO DISPATCH ACFT AT XD00. YYY WENT TO HELP XYZ FINISH UP THE REVERSE THRUST PROB. VVV ASSISTED ME IN REPLACING THE #1 TRANSDUCER AND PERFORMED THE REPAIR ON THE #1 ENG OIL. ABC, VVV RETURN TO SHOP AND YYY AND I SWAPPED TRUCKS. YYY AND I MADE TEMPORARY REPAIR PER ENGINEERING REPAIR APPROVAL. ABC AND YYY RETURNED TO FINISH THE THRUST REVERSERS ON BOTH ENGS. VVV ASSISTED ME IN CHANGING THE TRANSDUCER. ABC AND VVV FINISHED THRUST REVERSERS AND ASKED IF WE HAD FINISHED ENGINEERING REPAIR APPROVAL ON #1 ENG. I ANSWERED YES. ABC AND VVV LEFT THE ACFT. I FINISHED UP THE ANTISKID ITEM. I ARRIVED IN THE OFFICE AT XD35 AND ABC, XYZ, VVV, AND XXX LEFT THE PROPERTY. I WAS LEFT TO FINISH ALL THE PAPERWORK. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE THRUST REVERSER PROB WAS ADJUSTMENT TO THE THROTTLE STOPS IN REVERSE MODE. RPTR SAID THE ENGINEERING REPAIR APPROVAL WAS DIRECTED TO AN ENG OIL LEAK DISCOVERED AFTER ENG RUN. THE RPTR RELATED ALL THE WORK WAS ACCOMPLISHED EXCEPT FOR THE PAPERWORK WHICH WAS LEFT TO THE RPTR TO COMPLETE INCURRING A DELAY.
