Narrative:

Engine flameout. Unable to maintain altitude. Advised controller of need to descend but not why. Unable to maintain altitude and deviated before cleared (about 500 ft). We were vectored away from traffic and cleared to a lower altitude. As we descended and were able to restart the engine, a controller asked if we were having problems and I indicated we were 'ok at this time.' the controllers were very helpful but I should have indicated the problem to them right from the start.

Title: WHEN 1 ENG FLAMED OUT AT HIGH ALT CRUISE, THE FLC OF A HANSA, MBB HFB 320, FAILED TO DECLARE AN EMER FOR AN IMMEDIATE DSCNT TO A LOWER ALT SINCE THEY COULD NOT HOLD ALT ON 1 ENG. CONSEQUENTLY, THEY DSNDED 500 FT FROM ASSIGNED PRIOR TO BEING CLRED.
