Narrative:

Air carrier X, a DH8, was instructed to follow a twin cessna. Air carrier X was cleared to land behind the cessna. When air carrier X was over the threshold the cessna was 50-100 ft short of taxiway A6. The pilot chose to go around. No go around instructions were issued by the local controller. Separation not in accordance with FAA ATC manual 7110.65J paragraph 3-10-3A.

Title: ATCT LCL CTLR CLRED AN ACR DH8 TO LAND BEHIND A TWIN CESSNA ON RWY 11. THE TWIN CESSNA DID NOT CLR THE RWY BEFORE THE DH8 CROSSED THE RWY THRESHOLD AND THE DH8 MADE A GAR. CTLR DID NOT GIVE THE DH8 GAR INSTRUCTIONS, BUT SEPARATION WAS NOT IN ACCORDANCE TO ATC PROC HANDBOOK.
