Narrative:

There appears to be a vague discrepancy in the charted 'europe airport chart NOTAMS' regarding the frankfurt/main airport, germany. Specifically, the chart NOTAMS call for initially turning to heading 275 degrees and intercepting the 261 degree radial. It makes no mention of waiting until the frankfurt 5.0 DME before starting the turn to 275 degrees, as per the damor 2/G STAR for runways 25R/left. Some would argue that it is necessary to start the turn only after reaching the 5.0 DME. More important, is the possibility of being violated for not correctly complying with the exact, desired procedures, which may not be as exactly described in the NOTAM. I have attached a photocopy of the NOTAM and SID for your review and recommendation. Some crews have been asked to explain their departure procedures recently flown, by the frankfurt ATC personnel. The exact procedures desired need to be spelled out, step-by-step. In any case, I will ask ATC to verify the exact procedure desired whenever a chart NOTAM exists, so as to verify what is actually (in reality) expected concerning the changes to any procedures. It is ironic that pilots may be violated for attempting to follow the NOTAMS as described in the text. In this case, reading and following the NOTAM may get you into trouble! P.south. Is the only change deleting the DF098 waypoint? Or, are we also deleting the 5.0 DME restr by turning and intercepting the 261 degree radial, immediately after takeoff?

Title: B767-300 TURNS TOO SOON ON DAMOR 2G SID DEP PROC FROM FRANKFURT. NOTAM THAT REVISED THE INITIAL CLBOUT PROC DID NOT INCLUDE SOME PRIOR RESTRS NOTED ON THE AERO CHART THAT WERE STILL IN EFFECT.

IT MAKES NO MENTION OF WAITING UNTIL THE FRANKFURT 5.0 DME BEFORE STARTING THE TURN TO 275 DEGS, AS PER THE DAMOR 2/G STAR FOR RWYS 25R/L. SOME WOULD ARGUE THAT IT IS NECESSARY TO START THE TURN ONLY AFTER REACHING THE 5.0 DME. MORE IMPORTANT, IS THE POSSIBILITY OF BEING VIOLATED FOR NOT CORRECTLY COMPLYING WITH THE EXACT, DESIRED PROCS, WHICH MAY NOT BE AS EXACTLY DESCRIBED IN THE NOTAM. I HAVE ATTACHED A PHOTOCOPY OF THE NOTAM AND SID FOR YOUR REVIEW AND RECOMMENDATION. SOME CREWS HAVE BEEN ASKED TO EXPLAIN THEIR DEP PROCS RECENTLY FLOWN, BY THE FRANKFURT ATC PERSONNEL. THE EXACT PROCS DESIRED NEED TO BE SPELLED OUT, STEP-BY-STEP. IN ANY CASE, I WILL ASK ATC TO VERIFY THE EXACT PROC DESIRED WHENEVER A CHART NOTAM EXISTS, SO AS TO VERIFY WHAT IS ACTUALLY (IN REALITY) EXPECTED CONCERNING THE CHANGES TO ANY PROCS. IT IS IRONIC THAT PLTS MAY BE VIOLATED FOR ATTEMPTING TO FOLLOW THE NOTAMS AS DESCRIBED IN THE TEXT. IN THIS CASE, READING AND FOLLOWING THE NOTAM MAY GET YOU INTO TROUBLE! P.S. IS THE ONLY CHANGE DELETING THE DF098 WAYPOINT? OR, ARE WE ALSO DELETING THE 5.0 DME RESTR BY TURNING AND INTERCEPTING THE 261 DEG RADIAL, IMMEDIATELY AFTER TKOF?
