Narrative:
We were clear to cross majek intersection at 14000 ft then descend to 13000 ft. The first officer was flying and while I was busy identing the ILS and petis NDB, the first officer descended to 13000 ft prior to reaching majek intersection, not after as was instructed. ATC didn't say anything about the transgression. The first officer thought that we were clear to 13000 ft without any restrs. I should have made sure that he understood that we were to cross majek at 14000 ft and then descend to 13000 ft.
