Narrative:

During climb, right engine EPR started fluctuating. Approximately 1.2 - 1.4 EPR with corresponding fluctuations in N1, N2, and fuel flow. We advised ATC that we needed to return to dtw. Although an emergency was not declared, the emergency equipment was called out and we were given priority handling. Due to time constraints, dispatch was not called and an amended release was not received. We landed back in dtw uneventfully. Later we found that the fuel control suffered an internal failure.
