Narrative:

Climbing out of bos to hyannis, we were given 3000 ft as a final altitude. 3000 ft was set in the altitude preselect. I was distraction by looking for the ATIS frequency at hya. The altitude deviation chimed at 300 ft above the selected 3000 ft. The captain leveled then descended to 3000 ft only after reaching 3400 ft. This is a quick and busy flight. The altitude deviation chime should be set at +/-200 ft to give ample warning to the pilots. Also on my mind was the situation that had just occurred on the ground at bos. Aircraft were departing runway 9 and we were positioned at taxiway west and runway 9. The captain looked at our operations specifications and noted that we were unable to take any intersection departures. The tower informed us that it was only 400 ft to the end, but we elected not to depart. Therefore, the tower had to move us around for we could not back taxi, due to an aircraft already moving onto the runway, and this cost us a 10 min delay. To add to the frustration, other company traffic were then departing from the intersection west. Although none of the last situation was a problem, it was frustrating and on my mind in the climb out when the deviation occurred.

Title: COMMUTER LTT FLC HAS ALTDEV ON CLB OUT WHILE CHKING FREQS AND BEING DISTR BY GND INCIDENT.

Narrative: CLBING OUT OF BOS TO HYANNIS, WE WERE GIVEN 3000 FT AS A FINAL ALT. 3000 FT WAS SET IN THE ALT PRESELECT. I WAS DISTR BY LOOKING FOR THE ATIS FREQ AT HYA. THE ALTDEV CHIME SHOULD BE SET AT +/-200 FT TO GIVE AMPLE WARNING TO THE PLTS. ALSO ON MY MIND WAS THE SIT THAT HAD JUST OCCURRED ON THE GND AT BOS. ACFT WERE DEPARTING RWY 9 AND WE WERE POSITIONED AT TXWY W AND RWY 9. THE CAPT LOOKED AT OUR OPS SPECS AND NOTED THAT WE WERE UNABLE TO TAKE ANY INTXN DEPS. THE TWR INFORMED US THAT IT WAS ONLY 400 FT TO THE END, BUT WE ELECTED NOT TO DEPART. THEREFORE, THE TWR HAD TO MOVE US AROUND FOR WE COULD NOT BACK TAXI, DUE TO AN ACFT ALREADY MOVING ONTO THE RWY, AND THIS COST US A 10 MIN DELAY. TO ADD TO THE FRUSTRATION, OTHER COMPANY TFC WERE THEN DEPARTING FROM THE INTXN W. ALTHOUGH NONE OF THE LAST SIT WAS A PROB, IT WAS FRUSTRATING AND ON MY MIND IN THE CLB OUT WHEN THE DEV OCCURRED.
