Narrative:
Making a low pass the aircraft struck a power line crossing county road 14. I continued flying the aircraft landing on county road 14 below. Touching down uncoordinated toward the east, I allowed the aircraft to continue towards, and in, the adjacent ditch and wheat field. The problem arose due to flying too low to the ground at dusk. Limited light was a factor in this accident and poor pilot judgement. The corrective action in this and other potential mishaps with power lines and other obstructions can be increased discussion in judgement. Overall judgement was poor and flying low should be avoided completely. The actions of the pilot was only of recovery after the wire was hit. The pilot had only seconds to react with the wire in sight for only a second or two. The pilot continued flying the aircraft and salvaged the aircraft -- made a successful landing. No injuries to either pilot or passenger and a broken windshield, scratches in the paint on the aircraft.

Title: A C170 ACFT IS FLOWN AT LOW ALTS AT DUSK TIME. IT STRIKES SOME TELEPHONE WIRES AT 50 FT AGL CAUSING ACFT DAMAGE. ACFT ABLE TO LAND.
Narrative: MAKING A LOW PASS THE ACFT STRUCK A PWR LINE XING COUNTY ROAD 14. I CONTINUED FLYING THE ACFT LNDG ON COUNTY ROAD 14 BELOW. TOUCHING DOWN UNCOORDINATED TOWARD THE E, I ALLOWED THE ACFT TO CONTINUE TOWARDS, AND IN, THE ADJACENT DITCH AND WHEAT FIELD. THE PROB AROSE DUE TO FLYING TOO LOW TO THE GND AT DUSK. LIMITED LIGHT WAS A FACTOR IN THIS ACCIDENT AND POOR PLT JUDGEMENT. THE CORRECTIVE ACTION IN THIS AND OTHER POTENTIAL MISHAPS WITH PWR LINES AND OTHER OBSTRUCTIONS CAN BE INCREASED DISCUSSION IN JUDGEMENT. OVERALL JUDGEMENT WAS POOR AND FLYING LOW SHOULD BE AVOIDED COMPLETELY. THE ACTIONS OF THE PLT WAS ONLY OF RECOVERY AFTER THE WIRE WAS HIT. THE PLT HAD ONLY SECONDS TO REACT WITH THE WIRE IN SIGHT FOR ONLY A SECOND OR TWO. THE PLT CONTINUED FLYING THE ACFT AND SALVAGED THE ACFT -- MADE A SUCCESSFUL LNDG. NO INJURIES TO EITHER PLT OR PAX AND A BROKEN WINDSHIELD, SCRATCHES IN THE PAINT ON THE ACFT.
