Narrative:
A VFR mooney called west of the field inbound so I instructed him to enter left traffic runway 31, and report downwind. The winds were light so I offered him straight-in runway 8, he accepted, so I cleared him to land runway 8. The pilot, from landing flare, initiated a go around, so I offered him circle east for right base runway 31, cleared him to land runway 31. 3/4 of the way down runway 8 at about 200 ft AGL his engine quit and he landed ok in a soybean field about 1/2 mi east of the airport. He appeared to balloon in his landing flare then gave full power to go around, he had a 90 degree crosswind of about 6 KTS at the time, I had given the winds to him twice. Had he stayed ahead of the crosswind he could have landed ok on runway 8. Why did his engine quit? The airport manager, who went out to the aircraft, said both fuel tanks appeared empty!

THE PLT, FROM LNDG FLARE, INITIATED A GAR, SO I OFFERED HIM CIRCLE E FOR R BASE RWY 31, CLRED HIM TO LAND RWY 31. 3/4 OF THE WAY DOWN RWY 8 AT ABOUT 200 FT AGL HIS ENG QUIT AND HE LANDED OK IN A SOYBEAN FIELD ABOUT 1/2 MI E OF THE ARPT. HE APPEARED TO BALLOON IN HIS LNDG FLARE THEN GAVE FULL PWR TO GAR, HE HAD A 90 DEG XWIND OF ABOUT 6 KTS AT THE TIME, I HAD GIVEN THE WINDS TO HIM TWICE.
