Narrative:

Departed cqa airport, called day approach for IFR clearance, although WX was VFR. Controller told me to fly heading 180 degrees to 3000 ft, traffic was 9-10 O'clock, 2800 ft, sbound, 2 mi (?). While on 180 degree heading, aircraft passed from right to left just 100 ft above me at 2700 ft. I never saw aircraft until it was by me on left side because I was looking for issued traffic. Upon querying ATC, he said, 'oh yes, aircraft turned eastbound,' and nothing else.

WHILE ON 180 DEG HDG, ACFT PASSED FROM R TO L JUST 100 FT ABOVE ME AT 2700 FT. I NEVER SAW ACFT UNTIL IT WAS BY ME ON L SIDE BECAUSE I WAS LOOKING FOR ISSUED TFC. UPON QUERYING ATC, HE SAID, 'OH YES, ACFT TURNED EBOUND,' AND NOTHING ELSE.
