Narrative:

B727 in position and hold on runway 30 lgb, several GA aircraft taking off and landing runway 25R. Captain's takeoff due to company policy to comply with strict noise abatement takeoff profile. During takeoff roll at 80 KTS (a PNF callout) tower controller asked us a question about our new clearance. Same controller broke in again just prior to V1. After handoff to departure, controller assigned a heading of 250 degrees and stated 'maintain 250 KTS.' we were at about 800 ft AGL. First officer did not hear airspeed assignment. There was some discussion, climb power was applied a little later than called for in the noise abatement departure profile. The controller was queried about the heading and airspeed assignment. I feel that it was not in the interest of safety that a tower controller would communicate such low priority information during a takeoff roll, a very critical phase of flight. It also added to the number of distractions departing out of a noise sensitive, high traffic density airport that may have contributed to a possible noise abatement departure procedure excursion.

I FEEL THAT IT WAS NOT IN THE INTEREST OF SAFETY THAT A TWR CTLR WOULD COMMUNICATE SUCH LOW PRIORITY INFO DURING A TKOF ROLL, A VERY CRITICAL PHASE OF FLT. IT ALSO ADDED TO THE NUMBER OF DISTRACTIONS DEPARTING OUT OF A NOISE SENSITIVE, HIGH TFC DENSITY ARPT THAT MAY HAVE CONTRIBUTED TO A POSSIBLE NOISE ABATEMENT DEP PROC EXCURSION.
