Narrative:
A malibu left for agc and I asked the jst tower to have him report back on his flight conditions. He reported no ice and no problems to agc. I filed for cmi and departed with the understanding that I could get 4000 ft after clearing the ridges west of jst. I was cleared to 5000 ft and then ZOB cleared me to 4500 ft. This put me back into heavier overcast (still no ice). In my effort to stay clear of any potential icing conditions I edged up to the clear area until I was reminded that although my original clearance had been 5000 ft, I had been subsequently cleared to 4500 ft (my new clearance). I descended back to 4500 ft and finally was given 4000 ft.

Title: C210 WAS CLRED TO MAINTAIN 4500 FT. THIS ALT WAS IMC AND WAS VERY CLOSE TO THE TOPS. THE RPTR, APPREHENSIVE ABOUT POSSIBLE ICE, EDGED HIMSELF HIGHER TO GET IN THE CLR AND WAS THEN REMINDED THAT HE WAS ONLY CLRED TO 4500 FT.

IN MY EFFORT TO STAY CLR OF ANY POTENTIAL ICING CONDITIONS I EDGED UP TO THE CLR AREA UNTIL I WAS REMINDED THAT ALTHOUGH MY ORIGINAL CLRNC HAD BEEN 5000 FT, I HAD BEEN SUBSEQUENTLY CLRED TO 4500 FT (MY NEW CLRNC). I DSNDED BACK TO 4500 FT AND FINALLY WAS GIVEN 4000 FT.
