Narrative:
Previous 3 months flew a departure written on pre departure clearance of 190 degree heading to 2.3 DME, then right turn 250 degrees for vectors. Arthur kill one departure (effective jul/xx/97) had this with an exception that was unapparent to us. Reads: over parke intersection, 250 degree heading to intercept sbj-100 degree radial was printed on chart but easy to miss. Recommend completely different departure page for departures requiring vectors and those requiring radial intercepts.

Title: B757-200, WHILE FLYING THE EWR ARTHUR KILL ONE SID, MISREAD CHART AND FAILED TO NOTICE THEY WERE TO INTERCEPT THE SBJ 100 DEG RADIAL. RPTR CITES POOR CHART DESIGN. THEY WERE EXPECTING VECTORS.
