Narrative:
Departing dts airport. After engine start and initial checklist completion, announced 'mooney taxiing runway 3L for north departure.' a thunderstorm was just south of the airport. Winds were northeast by windsock and moderate wind and gusts. Lightning visible south of field. I then contacted clearance for IFR clearance which was received with 'hold for release, contact departure.' I monitored CTAF. There was no activity on the frequency. When released by departure I notified departure would be on runway 3L. I then announced on CTAF (122.8) 'mooney departing destin runway 3L to the north.' there was no other activity noted on 122.8. About 1000 ft takeoff roll with airspeed about 50 KTS I saw another aircraft rolling towards me departing runway 14. No exterior lights were present and no statement of intentions on CTAF were made by this aircraft. We were both airborne prior to mid-field and passed to the right of each other, each breaking right after lift-off. Still no communication from other aircraft. Remainder of flight uneventful.

Title: MOONEY PLT ON TKOF FROM NON TWR ARPT ON IFR RELEASE HAS NMAC WITH ACFT DEPARTING OPPOSITE DIRECTION WHO IS NORDO ACFT. EACH ACFT MAKES A R TURN TO AVOID CONTACT.
Narrative: DEPARTING DTS ARPT. AFTER ENG START AND INITIAL CHKLIST COMPLETION, ANNOUNCED 'MOONEY TAXIING RWY 3L FOR N DEP.' A TSTM WAS JUST S OF THE ARPT. WINDS WERE NE BY WINDSOCK AND MODERATE WIND AND GUSTS. LIGHTNING VISIBLE S OF FIELD. I THEN CONTACTED CLRNC FOR IFR CLRNC WHICH WAS RECEIVED WITH 'HOLD FOR RELEASE, CONTACT DEP.' I MONITORED CTAF. THERE WAS NO ACTIVITY ON THE FREQ. WHEN RELEASED BY DEP I NOTIFIED DEP WOULD BE ON RWY 3L. I THEN ANNOUNCED ON CTAF (122.8) 'MOONEY DEPARTING DESTIN RWY 3L TO THE N.' THERE WAS NO OTHER ACTIVITY NOTED ON 122.8. ABOUT 1000 FT TKOF ROLL WITH AIRSPD ABOUT 50 KTS I SAW ANOTHER ACFT ROLLING TOWARDS ME DEPARTING RWY 14.
