Narrative:

A power outage was experienced at shv RAPCON of long enough duration to make the computers go out. Shv RAPCON is located on barksdale AFB. Power outages and interruptions are routine, and they are taking a terrible toll on the equipment. My understanding is that the power comes onto the base from the local power company, but then goes through some kind of air force power grid on the base. The service is unreliable. The answer would be to move the approach control over to the regional airport where the control tower is located, 12 mi to the west. In the meantime, the RAPCON needs the protection of an uninterrupted power supply for the ASR-9 radar and the mode south beacon. Callback conversation with reporter revealed the following information: they have an uninterrupted power supply which only works on the ARTS radar system. The facility has some telephone company line problems feeding information from the radar site to radar equipment and also with the line that feeds data to the control tower brites. A recent meeting was held with the telephone company and others to iron out the problems but reporter is unaware of any changes yet. No change has been made to the on-base power problem.

MY UNDERSTANDING IS THAT THE PWR COMES ONTO THE BASE FROM THE LCL PWR COMPANY, BUT THEN GOES THROUGH SOME KIND OF AIR FORCE PWR GRID ON THE BASE. THE SVC IS UNRELIABLE. THE ANSWER WOULD BE TO MOVE THE APCH CTL OVER TO THE REGIONAL ARPT WHERE THE CTL TWR IS LOCATED, 12 MI TO THE W. IN THE MEANTIME, THE RAPCON NEEDS THE PROTECTION OF AN UNINTERRUPTED PWR SUPPLY FOR THE ASR-9 RADAR AND THE MODE S BEACON.
