Narrative:
I flew into bradford airport at XA00 to pick up a passenger. Runway 6 was used, but I was told the approach end was closed to the wind sock, so land long. On the return flight, I called 9 mi out, inbound at a 45 degree for runway 6, downwind, base and final. There was no response on the radio. Near the threshold a plane called on the radio. He was on final runway 24. He told me to turn and get out of his way. I did, missing tree tops. I changed runways. I checked the windsock, it favored runway 6. I was told runway 6 is closed due to wet/soggy turf. The people based at bradford airport know this. This other aircraft did not give position reports. Wind was calm, to 3 KTS favoring runway 6. Normal landing and takeoff was made with no problems using runway 24. After leaving the area, runway 6 was being used per CTAF reports.

Title: PLT OF C150 ON APCH AT NON TWR ARPT HAS NMAC WITH ACFT MAKING APCH OPPOSITE DIRECTION AND NOT ANNOUNCING ON CTAF.
Narrative: I FLEW INTO BRADFORD ARPT AT XA00 TO PICK UP A PAX. RWY 6 WAS USED, BUT I WAS TOLD THE APCH END WAS CLOSED TO THE WIND SOCK, SO LAND LONG.
