Narrative:

On departure, given lga 7 departure/whitestone climb. Takeoff and cleanup normal. At approximately 4000 ft MSL, we hit noticeable jet wash. We were then given a climb to 7000 ft. We looked outside for possible source of jet wash and attention was diverted to outside and from SID and I missed the requirement to turn 040 degrees at 2.5 DME/lga. At approximately 8- 9 DME/lga, I realized I was late on turning and initiated the turn. Departure control then asked what departure we were given. He then gave us vectors to complete the departure. Problem areas: 1) jet wash distraction and unusual 'climb to' 7000 ft. 2) minimum crew rest. We were late night before due to thunderstorms. We were given minimum rest 9 hour 15 min block-to-block with departure subsequently delayed in the morning. This was second straight night we were late and had to deal with thunderstorms and WX. The van to our layover hotel was 30 mins late. We were tired but both captain and first officer felt safe to fly. Both night arrs were late night.

Title: DEP DC9 FLC FAILS TO MAKE THE TURN TO 040 DEGS ON THE LGA DEP PROC WHEN THEY ARE DISTR BY SOME FORM OF A TURB ENCOUNTER. DEP CTLR CATCHES THEIR OVERSIGHT AFTER 1 MIN.

Narrative: ON DEP, GIVEN LGA 7 DEP/WHITESTONE CLB. TKOF AND CLEANUP NORMAL. AT APPROX 4000 FT MSL, WE HIT NOTICEABLE JET WASH. WE WERE THEN GIVEN A CLB TO 7000 FT.
