Narrative:
En route from lax to sbp, ATC issued, and we read back, a clearance direct from rzs VOR to mqo VOR, direct frams and direct crepe intersection. After crossing mqo, we tracked the 292 degree radial. Even though the PF (first officer) did read the approach plate as part of the approach briefing prior to reaching mqo, neither of us noticed the note under frams intersection (in small gray print) which indicated a heading of 048 degrees to crepe. ATC assumed we would turn to that heading and proceed to crepe. We were expecting ATC to assign a heading at frams for the ILS. We continued a few mi past frams on the 292 degree radial. Subsequently, ATC noticed we were not turning and assigned a heading for the localizer. We landed from a normal ILS without further incident. It seems to us that the transition from frams intersection to the ILS should be more clearly defined and depicted, since it is listed as an IAF. We are aware that the ILS at sbp has only been commissioned for a few months, and there may be some revisions necessary for total clarity and safety.

Narrative: ENRTE FROM LAX TO SBP, ATC ISSUED, AND WE READ BACK, A CLRNC DIRECT FROM RZS VOR TO MQO VOR, DIRECT FRAMS AND DIRECT CREPE INTXN. AFTER XING MQO, WE TRACKED THE 292 DEG RADIAL.
