Narrative:
I was captain on air carrier X (DC9) dtw-pit. We had been cleared for takeoff by dtw tower on runway 3C. As we started the power up for takeoff we noticed an air carrier Y DC9 approaching runway 3C on taxiway F. I told the first officer to hold the takeoff to see if he would stop. He continued crossing the runway about 1500 ft away from us. We then re-verified our takeoff clearance, and took off. I later phoned dtw tower to discuss the matter.
