Narrative:

Our automated WX display system (AWOS) is constantly OTS. This has been happening over the last 18 months. Coincidentally, this has been when a new system was supposed to be installed. The new system has been pushed back 5 different times, with still no firm date. This broken system provides airport WX, conditions and ATIS codes to the controllers. Controling aircraft under IFR conditions is difficult enough without having to worry about erroneous information. The performance of the system is unacceptable and does not promote safety.
