Narrative:
Spc X, a P3, departed ngu requesting filed route to nhz. Government small transport Y was on an 11 DME arc around ngu TACAN at 6000 ft. Small transport Y was pointed out to myself working orf departure radar control. Small transport Y exited my airspace to the east. I climbed spc X to 11000 ft on initial contact and turned the aircraft to a heading of 070 degrees. Within 1 min of initial contact with spc X, I observed small transport Y re-entering my airspace from the southeast, heading in a northwest direction. Small transport Y was being worked by orf arrival radar and was still at 6000 ft. I amended spc X to an altitude of 5000 ft. I then observed small transport Y descending through the flight path of spc X without my approval. (Small transport Y was in my airspace but being worked by another sector.) I issued a descent to spc X to 4000 ft, aircraft was already passing 4400 ft, and reached 4700 ft before descent to 4000 ft. I called aloud a query as to what small transport Y was doing and the controller of a third sector stated he was given control of small transport Y for descent into phf. The orf arrival controller gave control of small transport Y to another sector without my knowledge. Use of proper communications procedures would have prevented this occurrence.

Title: DEP CTLR GIVEN POINTOUT ON GOV FLT CHK ACFT AND SAW THE ACFT LEAVE THE AIRSPACE TO THE E. A P3 CLBING OFF NGU WAS GIVEN A NE HDG AND CLBED TO 11000 FT. SHORTLY THEREAFTER THE DEP CTLR SAW THE GOV SMT DSNDING IN HIS AIRSPACE WITHOUT COORD. THE P3 WAS DSNDED, BUT NOT BEFORE LOSS OF SEPARATION OCCURRED.
Narrative: SPC X, A P3, DEPARTED NGU REQUESTING FILED RTE TO NHZ. GOV SMT Y WAS ON AN 11 DME ARC AROUND NGU TACAN AT 6000 FT. SMT Y WAS POINTED OUT TO MYSELF WORKING ORF DEP RADAR CTL. I CALLED ALOUD A QUERY AS TO WHAT SMT Y WAS DOING AND THE CTLR OF A THIRD SECTOR STATED HE WAS GIVEN CTL OF SMT Y FOR DSCNT INTO PHF. THE ORF ARR CTLR GAVE CTL OF SMT Y TO ANOTHER SECTOR WITHOUT MY KNOWLEDGE. USE OF PROPER COMS PROCS WOULD HAVE PREVENTED THIS OCCURRENCE.
