Narrative:

On aug/wed/97, at kansas city downtown airport, XA43Z an aircraft small aircraft X (beech sundowner) was making stop and go lndgs remaining in the traffic pattern. Ground control and local control position were combined and there was 1 controller on duty. The 1 controller combined the position and had been working them combined since XA40Z. The controller heard an aircraft call for takeoff, small aircraft Y a (piper lance) he scanned the airport and knew the beech sundowner was on final approach. He issued a hold short clearance. Believing the piper lance to be at the end of the runway he issued taxi into position and hold, after the sundowner had gone by. The lance was in fact, at an intersection. The pilot of the sundowner stated the lance taxied closely behind them on the runway.

Title: ATCT LCL CTLR CLRED A PA32 INTO POS AND HOLD BEHIND A BE23 THAT WAS MAKING A STOP AND GO LNDG. THE CTLR THOUGHT THE PA32 WAS AT THE END OF THE RWY WHEN IT WAS ACTUALLY AT AN INTXN AND THE ACFT GOT IN VERY CLOSE PROX. CTLR HAD ONLY BEEN ON THE COMBINED POS FOR 3 MINS.

Narrative: ON AUG/WED/97, AT KANSAS CITY DOWNTOWN ARPT, XA43Z AN ACFT SMA X (BEECH SUNDOWNER) WAS MAKING STOP AND GO LNDGS REMAINING IN THE TFC PATTERN. GND CTL AND LCL CTL POS WERE COMBINED AND THERE WAS 1 CTLR ON DUTY. THE 1 CTLR COMBINED THE POS AND HAD BEEN WORKING THEM COMBINED SINCE XA40Z. THE CTLR HEARD AN ACFT CALL FOR TKOF, SMA Y A (PIPER LANCE) HE SCANNED THE ARPT AND KNEW THE BEECH SUNDOWNER WAS ON FINAL APCH. HE ISSUED A HOLD SHORT CLRNC. BELIEVING THE PIPER LANCE TO BE AT THE END OF THE RWY HE ISSUED TAXI INTO POS AND HOLD, AFTER THE SUNDOWNER HAD GONE BY. THE LANCE WAS IN FACT, AT AN INTXN. THE PLT OF THE SUNDOWNER STATED THE LANCE TAXIED CLOSELY BEHIND THEM ON THE RWY.
