Narrative:

Cleared from 10000 ft to 9000 ft. At 9600 ft received a 'traffic' quickly followed by 'climb' RA. Leveled again at 10000 ft with clear of conflict, followed again by 'climb' RA, then clear of conflict at 10300 ft (approximately). Aircraft off SID (lost). If cargo aircraft required to have TCASII this aircraft would have known we were there and leveled off instead of continuing to climb into us. I would also have one less gray hair. This is a big safety issue and one the FAA must address as soon as possible to require all airplanes (cargo and military included) to have TCASII.

Title: AN ACR A320 ON STAR DSNDING RECEIVED TCASII RA AND TOOK EVASIVE ACTION. RPTR SAYS THAT CARGO ACFT SHOULD HAVE TCASII AS THAT WOULD HAVE PREVENTED THE NMAC. CLBING TFC.

Narrative: CLRED FROM 10000 FT TO 9000 FT. AT 9600 FT RECEIVED A 'TFC' QUICKLY FOLLOWED BY 'CLB' RA. LEVELED AGAIN AT 10000 FT WITH CLR OF CONFLICT, FOLLOWED AGAIN BY 'CLB' RA, THEN CLR OF CONFLICT AT 10300 FT (APPROX). ACFT OFF SID (LOST). IF CARGO ACFT REQUIRED TO HAVE TCASII THIS ACFT WOULD HAVE KNOWN WE WERE THERE AND LEVELED OFF INSTEAD OF CONTINUING TO CLB INTO US. I WOULD ALSO HAVE ONE LESS GRAY HAIR. THIS IS A BIG SAFETY ISSUE AND ONE THE FAA MUST ADDRESS ASAP TO REQUIRE ALL AIRPLANES (CARGO AND MIL INCLUDED) TO HAVE TCASII.
