Narrative:
I was given instruction to report 2 mi left downwind, at apa. I was in pattern 2.9 mi left down, aircraft approaching on starboard. I reported tower position to call attention to conflict of aircraft. Controller asked me, 'where are you?' I gave controller correct north number and advised 'downwind runway 17L.' other plane (high wing) passed under me at 500 ft below. Controller 'permission to land, you're #1.' I turned base, 500 ft AGL at 60 KTS and saw aircraft on runway on landing path. I diverted to runway 17R and advised tower 'aircraft on runway diverted to runway 17R.' controller 'permission to land.' while on ground control I was told to call tower which I did and spoke to mr X, who was not only incorrect in his statements but hostile as well. I called his supervisor and he requested my name and address for FSDO. In my judgement the tower person is in desperate need of training and should not be in such a busy tower for control. She could not keep track of aircraft in the air, she authority/authorized aircraft to takeoff with aircraft not more than 500 ft away. She permitted an aircraft to land, clearing me by not more than 500 ft underneath. She could not remember the north numbers of the aircraft and could not find those in the pattern. I am requesting a copy of the tape or a copy of a transcript of the tape of the period of time involved to verify this and bring it to the attention of those in authority/authorized, to be sure that action is taken to prevent repetition.

Title: PVT PLT GETS INTO A CONFRONTATION WITH TWR CHIEF OVER ALLEGED MISHANDLING BY A TWR CTLR THAT PLT JUDGED TO BE 'INEPT.' PLT HAD EXPERIENCED AN NMAC ON DOWNWIND AND ELECTED TO CHANGE LNDG RWY WHEN ANOTHER ACFT TOOK HIS ASSIGNED RWY AT APA.
Narrative: I WAS GIVEN INSTRUCTION TO RPT 2 MI L DOWNWIND, AT APA. I WAS IN PATTERN 2.9 MI L DOWN, ACFT APCHING ON STARBOARD. I RPTED TWR POS TO CALL ATTN TO CONFLICT OF ACFT. CTLR ASKED ME, 'WHERE ARE YOU?' I GAVE CTLR CORRECT N NUMBER AND ADVISED 'DOWNWIND RWY 17L.' OTHER PLANE (HIGH WING) PASSED UNDER ME AT 500 FT BELOW. CTLR 'PERMISSION TO LAND, YOU'RE #1.' SHE COULD NOT REMEMBER THE N NUMBERS OF THE ACFT AND COULD NOT FIND THOSE IN THE PATTERN. I AM REQUESTING A COPY OF THE TAPE OR A COPY OF A TRANSCRIPT OF THE TAPE OF THE PERIOD OF TIME INVOLVED TO VERIFY THIS AND BRING IT TO THE ATTN OF THOSE IN AUTH, TO BE SURE THAT ACTION IS TAKEN TO PREVENT REPETITION.
