Narrative:

During climb out off pns, cleared for takeoff fly r-hand 167 degrees, climb to 3000 ft. Airborne, contacted departure control. Cleared to climb to 10000 ft, left turn to 010 degrees. While in turn, climbing out of 4400 ft, received TA. Aircraft above 1600 ft out of 4500 ft received RA to descend at a rate of 1000 FPM. Climb was stopped at 5000 ft and began descent. At that time, departure control issued a traffic alert for above and to stop climb. Advised controller already in descent. Aircraft passed overhead and off to east. Controller issued clearance to continue climb and asked whether aircraft passed through our altitude. Advised he passed approximately 800-1000 ft above. As we were descending, controller stated he would file a safety report. After flight, learned about passenger complaining to NTSB about severe turbulence. No turbulence or abrupt maneuver was same.

Narrative: DURING CLBOUT OFF PNS, CLRED FOR TKOF FLY R-HAND 167 DEGS, CLB TO 3000 FT. AIRBORNE, CONTACTED DEP CTL. CLRED TO CLB TO 10000 FT, L TURN TO 010 DEGS. WHILE IN TURN, CLBING OUT OF 4400 FT, RECEIVED TA. ACFT ABOVE 1600 FT OUT OF 4500 FT RECEIVED RA TO DSND AT A RATE OF 1000 FPM. CLB WAS STOPPED AT 5000 FT AND BEGAN DSCNT. AT THAT TIME, DEP CTL ISSUED A TFC ALERT FOR ABOVE AND TO STOP CLB. ADVISED CTLR ALREADY IN DSCNT. ACFT PASSED OVERHEAD AND OFF TO E. CTLR ISSUED CLRNC TO CONTINUE CLB AND ASKED WHETHER ACFT PASSED THROUGH OUR ALT. ADVISED HE PASSED APPROX 800-1000 FT ABOVE. AS WE WERE DSNDING, CTLR STATED HE WOULD FILE A SAFETY RPT. AFTER FLT, LEARNED ABOUT PAX COMPLAINING TO NTSB ABOUT SEVERE TURB. NO TURB OR ABRUPT MANEUVER WAS SAME.
