Narrative:

On liftoff, the right engine cowling came open. We declared an emergency and landed uneventfully on the departure runway. After taxi in, the lead mechanic said he had done an inspection on that engine and forgot to latch the cowling. He had done this inspection after the flight crew had done the preflight and did not tell the crew he had opened the cowling, nor did he make a maintenance logbook entry.
