Narrative:
We pushed off gate xg at XX20. The WX was windy, 190 degrees at 20 KTS gusting to 24 KTS, runway 8 in use. Company had just pushed off gate xd, so our pushback crew pushed us. We were facing east, with our right wing blocking taxiway D. Abeam gate xc, company off gate xb called for taxi from spot Z. Phx ground told him to taxi to runway 8R, but not to use E10, because there was inbound traffic. We called for taxi from spot Y, ground cleared us to taxi to runway 8R via taxiway D. The captain pushed the power to 68-77% N2 to get the aircraft rolling forward, then made a very tight 180 degree turn to taxi west on taxiway D. The jet blast together with the ambient wind caused a baggage cart to roll and strike an aircraft parked at gate xh. With the aircraft facing east after the push, and the company aircraft blocking taxiway D to the east, a 180 degree turn on taxiway D was the only direction we could go. When we called back our times, we were advised by the company that the baggage cart had been blown into the aircraft on gate xh, causing minor damage to the right rear fuselage and mashing the hand of an operations agent in the process.

Title: WHILE USING SUFFICIENT PWR TO MAKE A TIGHT 180 DEG TURN AFTER PUSHBACK FROM THE GATE, THE MLG JET BLAST CAUSED A BAGGAGE CART TO STRIKE ANOTHER PARKED ACFT. THE ACFT FUSELAGE RECEIVED MINOR DAMAGE AND THE GND PERSONNEL AGENT'S HAND WAS INJURED.
