Narrative:

I was departing the pdx airport on runway 28R, on a VFR on top clearance. Was told to turn to a heading of 240 degrees and climb and maintain 3000 ft. Out of about 1500 ft, I was told of VFR traffic at 3100 ft in my 4-5 O'clock position wbound. I saw the traffic at about 2600 ft but then lost sight of him. Upon reaching 3000 ft I was told to turn left to 180 degrees, started my turn and saw the traffic again but he was so close at my 9 O'clock position that I believed we might hit, so I did an immediate climbing right turn. I advised the controller what I was doing. He said I was turning back into his departure paths but I insisted and kept turning all the way around to 180 degrees. I climbed to about 3600 ft before I started back down and at about 120 degrees and 3300 ft the controller removed the altitude restr. The controller was busy at the time, the WX was VFR and since I advised him earlier that I had the traffic in sight, he believed I could complete the turn behind that traffic. Good assumption, but I was too close to the subject traffic in my opinion.

Title: NMAC BTWN A TWIN SMT ON A VFR ASSIGNED CLBOUT IN CLASS C AIRSPACE AND ANOTHER UNKNOWN VFR ACFT ON AN INTERSECTING HDG IN LEVEL FLT. RPTR TOOK EVASIVE ACTION BY TURNING AWAY FROM THE SIGHTED TFC. ATC HAD ISSUED A TA EARLIER OF THE SAME ACFT.

OUT OF ABOUT 1500 FT, I WAS TOLD OF VFR TFC AT 3100 FT IN MY 4-5 O'CLOCK POS WBOUND. I SAW THE TFC AT ABOUT 2600 FT BUT THEN LOST SIGHT OF HIM. THE CTLR WAS BUSY AT THE TIME, THE WX WAS VFR AND SINCE I ADVISED HIM EARLIER THAT I HAD THE TFC IN SIGHT, HE BELIEVED I COULD COMPLETE THE TURN BEHIND THAT TFC. GOOD ASSUMPTION, BUT I WAS TOO CLOSE TO THE SUBJECT TFC IN MY OPINION.
