Narrative:
We were given direct from bkw VOR to roa VOR, later given a crossing restr of 50 mi northwest of roa at FL240. We didn't start receiving roa until 54 NM northwest of roa. Due to the indications, VOR flag, widely oscillating CDI, and same indications on captain's side, I mistakenly believed we were farther from roa than we really were. We told ATC immediately upon our discovery, and offered a 360 degree turn. They declined. When we asked if this was a problem, ATC advised 'no problem.' they then inquired about our reception of roa and said they'd had another aircraft advise of poor reception and thanked us.

Title: FLC OF DC9-50 ARE ASSIGNED A XING RESTR AND HAVE DIFFICULTY WITH VOR RECEPTION UNTIL VERY CLOSE IN. UNABLE TO MAKE XING RESTR. RADAR CTLR ASKS ABOUT RECEPTION OF THE VOR AS HE HAS HAD ANOTHER RPT OF THE SAME PROB.
Narrative: WE WERE GIVEN DIRECT FROM BKW VOR TO ROA VOR, LATER GIVEN A XING RESTR OF 50 MI NW OF ROA AT FL240. WE DIDN'T START RECEIVING ROA UNTIL 54 NM NW OF ROA. DUE TO THE INDICATIONS, VOR FLAG, WIDELY OSCILLATING CDI, AND SAME INDICATIONS ON CAPT'S SIDE, I MISTAKENLY BELIEVED WE WERE FARTHER FROM ROA THAN WE REALLY WERE.
