Narrative:
The B737 was on approach to runway 8R, the mooney was on left base for runway 8L and cleared to land. The mooney overshot final for runway 8L and was lining up for runway 8R turning right in front of a B737. The B737 got an RA on TCASII and had to go around. The mooney also went around, was re-sequenced on the downwind. When cleared to land again (on runway 8L), the mooney again overshot final for runway 8L and was lining up for runway 8R. We finally got him to understand that he was to land on runway 8L, and then he told us he'd never been in to this airport before.

Narrative: THE B737 WAS ON APCH TO RWY 8R, THE MOONEY WAS ON L BASE FOR RWY 8L AND CLRED TO LAND. THE MOONEY OVERSHOT FINAL FOR RWY 8L AND WAS LINING UP FOR RWY 8R TURNING R IN FRONT OF A B737. THE B737 GOT AN RA ON TCASII AND HAD TO GAR. THE MOONEY ALSO WENT AROUND, WAS RE-SEQUENCED ON THE DOWNWIND. WHEN CLRED TO LAND AGAIN (ON RWY 8L), THE MOONEY AGAIN OVERSHOT FINAL FOR RWY 8L AND WAS LINING UP FOR RWY 8R. WE FINALLY GOT HIM TO UNDERSTAND THAT HE WAS TO LAND ON RWY 8L, AND THEN HE TOLD US HE'D NEVER BEEN IN TO THIS ARPT BEFORE.
