Narrative:
Aircraft is flying direct to nfl from the ill area. Aircraft automatic handed off to ZOA and flashed at nfl not ZOA sector 43. Aircraft went into ZOA's airspace without a handoff or coordination. There is an automation problem with this deviation. Ocr filed on this matter on jun/sun/97, that this was a problem with automation with ZLC and ZOA. They were told there was a possibility of a deviation or loss of separation because of this. Automation problem is ZOA adapts their computer to show that nfl own the airspace at gabbs and aus MOA and atcaa at and below FL280. At the time of the deviation nfl did not own any airspace but their approach control owned. ZLC computer forwards flight plan information to ZOA's computer. ZOA computer shows nfl own the airspace not ZOA. ZLC computer hands off the data block to FFF, which is nfl designator, not ZOA sector 43. Nothing is being done to correct the problem. The operational deviation is being swept under the carpet (per southeast) so that they don't have to collect it. Callback conversation with reporter revealed the following information: reporter stated they still have the problem whenever nfl shuts down and the airspace is controled by ZOA. Reporter indicates the computer entry made at the time nfl goes down is supposed to realign the handoffs to ZOA but does not, they are still directed to nfl.

THE OPERATIONAL DEV IS BEING SWEPT UNDER THE CARPET (PER SE) SO THAT THEY DON'T HAVE TO COLLECT IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THEY STILL HAVE THE PROB WHENEVER NFL SHUTS DOWN AND THE AIRSPACE IS CTLED BY ZOA. RPTR INDICATES THE COMPUTER ENTRY MADE AT THE TIME NFL GOES DOWN IS SUPPOSED TO REALIGN THE HDOFS TO ZOA BUT DOES NOT, THEY ARE STILL DIRECTED TO NFL.
