Narrative:

Cleared to cross bayse at 9000 ft. We were descending out of 10000 ft at bayse intersection and missed the crossing restr by 1000 ft. Crossing traffic was at 10000 ft and 5 mi, also at 10000 ft when ATC gave us a TA. A more aggressive descent should have been made to factor in distance flown while slowing to 250 KTS at 10000 ft. Visibility was unlimited, traffic was in sight visually and on TCASII. I gave a warning to the PF that we were getting close to bayse, then proceeded to look up information for the approach, when I looked again, we were at bayse and 10000 ft.

Title: B727 PIC FAILS TO MAKE AN ALT XING AT THE CLRED ALT, IN SPITE OF THE WARNING FROM HIS FO. HOWEVER, THE FO FAILED TO AGGRESSIVELY PURSUE OR FOLLOW UP ON HIS ALT ALERT. TFC WAS SIGHTED AT THE SAME ALT, 5 MI AWAY, NO CONFLICT.

XING TFC WAS AT 10000 FT AND 5 MI, ALSO AT 10000 FT WHEN ATC GAVE US A TA. A MORE AGGRESSIVE DSCNT SHOULD HAVE BEEN MADE TO FACTOR IN DISTANCE FLOWN WHILE SLOWING TO 250 KTS AT 10000 FT. VISIBILITY WAS UNLIMITED, TFC WAS IN SIGHT VISUALLY AND ON TCASII. I GAVE A WARNING TO THE PF THAT WE WERE GETTING CLOSE TO BAYSE, THEN PROCEEDED TO LOOK UP INFO FOR THE APCH, WHEN I LOOKED AGAIN, WE WERE AT BAYSE AND 10000 FT.
