Narrative:
Returning from kingman, az, to vgt, I attempted to contact las approach for a class B clearance. They were very busy, so I continued circling clear of class B close to hoover dam. While circling at 6500 ft MSL, I had an near midair collision with a PA31 operated by air carrier X.

Title: NMAC BTWN A C152 CIRCLING OUTSIDE OF CLASS B AIRSPACE, WAITING CLRNC TO PASS THROUGH, AND AN ACR PIPER PA31 TRANSITIONING THE AREA.
Narrative: RETURNING FROM KINGMAN, AZ, TO VGT, I ATTEMPTED TO CONTACT LAS APCH FOR A CLASS B CLRNC. THEY WERE VERY BUSY, SO I CONTINUED CIRCLING CLR OF CLASS B CLOSE TO HOOVER DAM. WHILE CIRCLING AT 6500 FT MSL, I HAD AN NMAC WITH A PA31 OPERATED BY ACR X.
