Narrative:
Climbing through approximately 11000 ft heading 070 degrees on J70, received TCASII TA. Traffic appeared at 1 O'clock edge of screen 1700 ft above and descending head-on to us. Our climb rate approximately 2000 FPM at approximately 12000 ft, 3-4 mi. As we were questioning ATC about traffic, received TCASII RA 'reduce climb' followed almost immediately by TCASII RA 'descend, descend' with indication (green band) at 1500 FPM down! ATC response 'turn left to 030 degrees.' made 30 degree bank left descending turn at 1500 FPM to approximately 11000 ft. Received 'clear of traffic' and resumed climb. Advised ATC of climb and received 'turn right to 090 degrees and reintercept airway.' questioned ATC about the incident and they replied 'it was a coordination problem.' closest approach on TCASII approximately 2.5 mi horizontal and 700 ft vertical.

Narrative: CLBING THROUGH APPROX 11000 FT HDG 070 DEGS ON J70, RECEIVED TCASII TA. TFC APPEARED AT 1 O'CLOCK EDGE OF SCREEN 1700 FT ABOVE AND DSNDING HEAD-ON TO US. OUR CLB RATE APPROX 2000 FPM AT APPROX 12000 FT, 3-4 MI. AS WE WERE QUESTIONING ATC ABOUT TFC, RECEIVED TCASII RA 'REDUCE CLB' FOLLOWED ALMOST IMMEDIATELY BY TCASII RA 'DSND, DSND' WITH INDICATION (GREEN BAND) AT 1500 FPM DOWN!
