Narrative:

Runway near miss while taxiing. The setup: landed mia runway 27L, taxied back eastbound on taxiway T. Cleared to cross runway 30 without specified crossing point. Elected to cross at taxiway Y. Approaching runway 30, I heard an aircraft being given a go around. I didn't know who was going around or where they were, but it bothered me. I took another look at the departure end of runway 30 and asked the first officer to 'take another look' at the runway 30 approach end. Runway 30 approach end was 120 degrees to first officer's right, window anti-fog was on, dv window clear, aft window fogged and wet outside due to cold-soaking and humidity. First officer looked for a second or two at runway 30 approach end. First officer calmly said 'stop.' (later he stated that he didn't see anything, but something didn't seem right about the picture.) at this point we were approximately 20-30 ft from the actual runway edge. I brought the brake pedals up to the edge of braking, then wound up stopping the aircraft violently (including shudder, hopping, and subsequent burned rubber smell in the air conditioning system). This surprised me. Hearing no urgency, I had tried to stop quickly, but smoothly. At between 1 and 2 seconds later, what I initially perceived to be a convair 580 (turned out to be a DC6 turboprop pwred ????) flew in front of us, nose up 5-7 degrees, main gear 5- 10 ft off the ground. This airplane more than filled the entire forward view and the roar filled our ears. I estimate 30-40 ft of separation at best. First officer later informed me that right after he told me to stop, he idented the aircraft and jumped on the brakes hard. He saved us. I asked first officer to note time and any other pertinent facts. We were then reclred to cross runway 30 again. I queried the controller about what had happened. He stated that he didn't think we would take so long crossing. Later on the phone, the controller acknowledged fault -- 'I apologize, 100% my fault there.' there is a blast fence that apparently obscured the controller's view of us for an undetermined period of time. Apparently we had not taxied so as to cross runway 30 as expeditiously as the controller had anticipated. He told us on the phone that he thought it would work out. When he saw that it wasn't working out after we reappeared from behind the blast fence, he sent the DC6 around, but didn't say anything to us. He didn't know where we went for the period we were obscured. I made a PA to the passenger explaining that the tower had cleared us to cross and then cleared another aircraft to takeoff on the runway we were crossing. At the time I hadn't made the connection that the DC6 was going around rather than taking off. On the jetbridge, after all other passenger were gone, a passenger informed me that he watched the approach of the aircraft. He was articulate and knew that we were crossing runway 12/30. He stated that he didn't see any lights on the aircraft (DC6). He wasn't sure of the lack correction, he was sure that there were no lights on the aircraft. He didn't see any lights on the aircraft. First officer didn't remember seeing any lights, which is probably why he was unable to pick him out sooner. The tower controller stated that he didn't 'remember any lights' but he 'knew he was short final since he had him on radar.'

Title: OPERROR LTSS BTWN AN ACR MD80 STOPPED SHORT OF RWY 30 BUT PASSED THE HOLD LINE AND A DC6 ON GAR. THE ACR HAD RECEIVED CLRNC TO CROSS THE RWY. CTLR ADMITTED FAULT.

APCHING RWY 30, I HEARD AN ACFT BEING GIVEN A GAR. I DIDN'T KNOW WHO WAS GOING AROUND OR WHERE THEY WERE, BUT IT BOTHERED ME. I TOOK ANOTHER LOOK AT THE DEP END OF RWY 30 AND ASKED THE FO TO 'TAKE ANOTHER LOOK' AT THE RWY 30 APCH END. RWY 30 APCH END WAS 120 DEGS TO FO'S R, WINDOW ANTI-FOG WAS ON, DV WINDOW CLR, AFT WINDOW FOGGED AND WET OUTSIDE DUE TO COLD-SOAKING AND HUMIDITY. FO LOOKED FOR A SECOND OR TWO AT RWY 30 APCH END. FO CALMLY SAID 'STOP.' (LATER HE STATED THAT HE DIDN'T SEE ANYTHING, BUT SOMETHING DIDN'T SEEM RIGHT ABOUT THE PICTURE.) AT THIS POINT WE WERE APPROX 20-30 FT FROM THE ACTUAL RWY EDGE. LATER ON THE PHONE, THE CTLR ACKNOWLEDGED FAULT -- 'I APOLOGIZE, 100% MY FAULT THERE.' THERE IS A BLAST FENCE THAT APPARENTLY OBSCURED THE CTLR'S VIEW OF US FOR AN UNDETERMINED PERIOD OF TIME. APPARENTLY WE HAD NOT TAXIED SO AS TO CROSS RWY 30 AS EXPEDITIOUSLY AS THE CTLR HAD ANTICIPATED. HE TOLD US ON THE PHONE THAT HE THOUGHT IT WOULD WORK OUT. AT THE TIME I HADN'T MADE THE CONNECTION THAT THE DC6 WAS GOING AROUND RATHER THAN TAKING OFF. ON THE JETBRIDGE, AFTER ALL OTHER PAX WERE GONE, A PAX INFORMED ME THAT HE WATCHED THE APCH OF THE ACFT. HE WAS ARTICULATE AND KNEW THAT WE WERE XING RWY 12/30. HE STATED THAT HE DIDN'T SEE ANY LIGHTS ON THE ACFT (DC6). HE WASN'T SURE OF THE LACK CORRECTION, HE WAS SURE THAT THERE WERE NO LIGHTS ON THE ACFT. HE DIDN'T SEE ANY LIGHTS ON THE ACFT. FO DIDN'T REMEMBER SEEING ANY LIGHTS, WHICH IS PROBABLY WHY HE WAS UNABLE TO PICK HIM OUT SOONER. THE TWR CTLR STATED THAT HE DIDN'T 'REMEMBER ANY LIGHTS' BUT HE 'KNEW HE WAS SHORT FINAL SINCE HE HAD HIM ON RADAR.'
