Narrative:

On oct/mon/97, this writer acted as PIC of an air carrier aircraft with service from vqs to sig. The aircraft was a britten norman trislander (BN2A mkiii). I departed the vieques area to the west and continued to fly south of the rain forest (el yunque). At approximately 13 mi south of sju I called san juan approach control on frequency 120.9 and requested the tango transition along with flight following to isla grande. San juan assigned squawk and instructed me to fly direct to the plaza carolina mall from present position. Shortly before reaching the plaza carolina, san juan approach instructed me to turn left heading 310 degree vector around traffic, an ATR inbound from the east to land at sju. I turned and was instructed to continue to heading 280 degrees. Once I rolled on a 280 degree heading I reported the ATR in sight. San juan approach instructed me to squawk VFR and contact isla grande tower on 118.7. At this time I proceeded direct isla grande knowing the san juan radar was OTS and that runway 10 localizer of sju goes just south of the sig tower and reported that I was 5 mi south of the field inbound for landing. I was then instructed by sig tower to enter a right base for runway 9 and report 'sello rojo.' sello rojo is a building used by sig tower for traffic reporting from the south. At that time I suddenly saw at my 9 O'clock position a cessna caravan apparently following the localizer to runway 10 at sju. I estimated that he was as close as 100 ft off my left wing, but no abrupt maneuvers were required on either one of us to avoid each other. The caravan was more likely talking to san juan tower and isla grande tower was not in control of him. I continued my approach, reported sello rojo and landed without any further incidents. Once on the ground I received a call from controller at sig and he inquired about the occurrence with the caravan. Apparently the caravan pilot complained to sju tower and they called the sig tower to check what happened. I explained the incident and told him that I was going to file a near miss report. No further contacts with either san juan or pilot have occurred in relation to incident since.

Title: AN ACR TRISLANDER PLT RPTS HAVING AN NMAC WITH A C208 WHILE HE WAS MANEUVERING TO LAND AT SIG AND THE C208 WAS ON THE LOC FOR SJU.

Narrative: ON OCT/MON/97, THIS WRITER ACTED AS PIC OF AN ACR ACFT WITH SVC FROM VQS TO SIG. THE ACFT WAS A BRITTEN NORMAN TRISLANDER (BN2A MKIII). AT APPROX 13 MI S OF SJU I CALLED SAN JUAN APCH CTL ON FREQ 120.9 AND REQUESTED THE TANGO TRANSITION ALONG WITH FLT FOLLOWING TO ISLA GRANDE. SAN JUAN ASSIGNED SQUAWK AND INSTRUCTED ME TO FLY DIRECT TO THE PLAZA CAROLINA MALL FROM PRESENT POS. SHORTLY BEFORE REACHING THE PLAZA CAROLINA, SAN JUAN APCH INSTRUCTED ME TO TURN L HDG 310 DEG VECTOR AROUND TFC, AN ATR INBOUND FROM THE E TO LAND AT SJU. I TURNED AND WAS INSTRUCTED TO CONTINUE TO HDG 280 DEGS. ONCE I ROLLED ON A 280 DEG HDG I RPTED THE ATR IN SIGHT. SAN JUAN APCH INSTRUCTED ME TO SQUAWK VFR AND CONTACT ISLA GRANDE TWR ON 118.7. AT THIS TIME I PROCEEDED DIRECT ISLA GRANDE KNOWING THE SAN JUAN RADAR WAS OTS AND THAT RWY 10 LOC OF SJU GOES JUST S OF THE SIG TWR AND RPTED THAT I WAS 5 MI S OF THE FIELD INBOUND FOR LNDG. I WAS THEN INSTRUCTED BY SIG TWR TO ENTER A R BASE FOR RWY 9 AND RPT 'SELLO ROJO.' SELLO ROJO IS A BUILDING USED BY SIG TWR FOR TFC RPTING FROM THE S. AT THAT TIME I SUDDENLY SAW AT MY 9 O'CLOCK POS A CESSNA CARAVAN APPARENTLY FOLLOWING THE LOC TO RWY 10 AT SJU. I ESTIMATED THAT HE WAS AS CLOSE AS 100 FT OFF MY L WING, BUT NO ABRUPT MANEUVERS WERE REQUIRED ON EITHER ONE OF US TO AVOID EACH OTHER. THE CARAVAN WAS MORE LIKELY TALKING TO SAN JUAN TWR AND ISLA GRANDE TWR WAS NOT IN CTL OF HIM. I CONTINUED MY APCH, RPTED SELLO ROJO AND LANDED WITHOUT ANY FURTHER INCIDENTS. ONCE ON THE GND I RECEIVED A CALL FROM CTLR AT SIG AND HE INQUIRED ABOUT THE OCCURRENCE WITH THE CARAVAN. APPARENTLY THE CARAVAN PLT COMPLAINED TO SJU TWR AND THEY CALLED THE SIG TWR TO CHK WHAT HAPPENED. I EXPLAINED THE INCIDENT AND TOLD HIM THAT I WAS GOING TO FILE A NEAR MISS RPT. NO FURTHER CONTACTS WITH EITHER SAN JUAN OR PLT HAVE OCCURRED IN RELATION TO INCIDENT SINCE.
