The red unsafe light on, the green down and locked light was not illuminated, and the red gear door light was on. Performed abnormal and emergency procedures, declared an emergency. Notified maintenance operations control that visual inspection showed gear not fully extended. Landed without further incident. Stopped aircraft on runway, and turned aircraft over to maintenance.
