Narrative:
Situation: while landing at practice field. I was told 2 days later that I endangered persons on ground while on approach to landing. Adjacent to fenced landing area a sporting event was being held in a stadium. I did not file a congested area landing plan because the area I was landing at was a fenced, locked, guarded, and well lit area. I was also told when I landed this changed my status from a part 91 operation to a part 135 operation. I have no part 135 certificate. I had land owner's permission to land but was not aware of the other additional permits required congested area. This event was scheduled in advance by a local news station (television) I work with under part 91 rules with permission from the local FAA. I at no time endangered persons or property on the ground while on approach or landing. I was not aware of the other problem areas that have come up. I have since made myself and the news station more aware and knowledgeable of correct operations.

Title: PLT OF AN ENSTROM HELI ENDANGERED THE LIVES OF OTHERS WHEN LNDG OVER A CROWD AT A SPORTING EVENT AND DID NOT HAVE AN ACR CERTIFICATE UNDER PART 135 WHEN TRANSPORTING ANOTHER PERSON TO THE ADJACENT FIELD ON WHICH THE LNDG WAS MADE.
Narrative: SITUATION: WHILE LNDG AT PRACTICE FIELD. I WAS TOLD 2 DAYS LATER THAT I ENDANGERED PERSONS ON GND WHILE ON APCH TO LNDG. ADJACENT TO FENCED LNDG AREA A SPORTING EVENT WAS BEING HELD IN A STADIUM. I DID NOT FILE A CONGESTED AREA LNDG PLAN BECAUSE THE AREA I WAS LNDG AT WAS A FENCED, LOCKED, GUARDED, AND WELL LIT AREA. I WAS ALSO TOLD WHEN I LANDED THIS CHANGED MY STATUS FROM A PART 91 OP TO A PART 135 OP. I HAVE NO PART 135 CERTIFICATE. I HAD LAND OWNER'S PERMISSION TO LAND BUT WAS NOT AWARE OF THE OTHER ADDITIONAL PERMITS REQUIRED CONGESTED AREA.
