Aircraft #1 level at FL270 stated he was getting a climb advisory, and was leaving FL274. Only other aircraft in vicinity was at FL350 and approximately 5 mi south of aircraft #1. Aircraft #1 climbed to FL280 and then went back down to FL270.

Narrative: ACFT #1 LEVEL AT FL270 STATED HE WAS GETTING A CLB ADVISORY, AND WAS LEAVING FL274. ONLY OTHER ACFT IN VICINITY WAS AT FL350 AND APPROX 5 MI S OF ACFT #1. ACFT #1 CLBED TO FL280 AND THEN WENT BACK DOWN TO FL270.
