Narrative:
As we touched down, 2 aircraft crossed downfield. Land and hold short operations were indicated on the ATIS but we were never given a hold short clearance. We easily stopped short of taxiway ej and I felt that was safer than attempting a go around from on the runway. Callback conversation with reporter revealed the following information: reporter stated the controller was very busy but brought it to the attention of the controller. Reporter alleges the controller then continued with duties without commentary to the reporter. About the incident. Reporter faults the system rather than the controller indicating they are told to expect something and then don't get it until the last min type of operations.

Title: OPERROR LTSS WHEN 2 ACFT CROSS RPTR'S RWY DURING LNDG. NO LAHSO CLRNC WAS ISSUED TO THE RPTR.
Narrative: AS WE TOUCHED DOWN, 2 ACFT CROSSED DOWNFIELD. LAND AND HOLD SHORT OPS WERE INDICATED ON THE ATIS BUT WE WERE NEVER GIVEN A HOLD SHORT CLRNC. WE EASILY STOPPED SHORT OF TXWY EJ AND I FELT THAT WAS SAFER THAN ATTEMPTING A GAR FROM ON THE RWY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE CTLR WAS VERY BUSY BUT BROUGHT IT TO THE ATTN OF THE CTLR. RPTR ALLEGES THE CTLR THEN CONTINUED WITH DUTIES WITHOUT COMMENTARY TO THE RPTR. ABOUT THE INCIDENT. RPTR FAULTS THE SYS RATHER THAN THE CTLR INDICATING THEY ARE TOLD TO EXPECT SOMETHING AND THEN DON'T GET IT UNTIL THE LAST MIN TYPE OF OPS.
