Narrative:
In the approach to dsm the flaps would not come down. The QRH was consulted and accomplished. The PF asked for the crash and rescue before landing. The PF (captain), upon looking back should have declared an emergency by stating so, instead of letting dsm approach control do it.

Title: AN ACR CL65 FLC COULD NOT EXTEND THE FLAPS, BUT AFTER COMPLETING THEIR QUICK REF CHKLISTS WERE ABLE TO LAND WITHOUT FURTHER COMPLICATIONS. THE APCH CTLR DECLARED AN EMER FOR THE FLC.
Narrative: IN THE APCH TO DSM THE FLAPS WOULD NOT COME DOWN. THE QRH WAS CONSULTED AND ACCOMPLISHED. THE PF ASKED FOR THE CRASH AND RESCUE BEFORE LNDG. THE PF (CAPT), UPON LOOKING BACK SHOULD HAVE DECLARED AN EMER BY STATING SO, INSTEAD OF LETTING DSM APCH CTL DO IT.
