Narrative:
My charter which consisted of 8 prominent political officials were ready to depart for home. The runway lights didn't work after they were keyed up. The lights could not be fixed. No flare pots nor flares could be located at the late hour. Snow machines and ATC's were lined up and down the runway at 45 degree angles. There was more light than would be by flares, flare pots or runway lights. I was instructed to do this by my station manager in otz. When I got back, I checked my operations specifications and found my lighting to be questionable. Contributing factors: it was late, we were all tired and it was cold and windy.

Title: AIR TAXI PLT FINDS LIGHTS NOT FUNCTIONING AT NON TWR ARPT. SNOWMOBILES ARE LINED UP ALONGSIDE THE RWY AND DEP IS MADE. OPS SPECS INDICATE QUESTIONABLE PROCS.
Narrative: MY CHARTER WHICH CONSISTED OF 8 PROMINENT POLITICAL OFFICIALS WERE READY TO DEPART FOR HOME. THE RWY LIGHTS DIDN'T WORK AFTER THEY WERE KEYED UP. THE LIGHTS COULD NOT BE FIXED. NO FLARE POTS NOR FLARES COULD BE LOCATED AT THE LATE HR. SNOW MACHINES AND ATC'S WERE LINED UP AND DOWN THE RWY AT 45 DEG ANGLES. THERE WAS MORE LIGHT THAN WOULD BE BY FLARES, FLARE POTS OR RWY LIGHTS. I WAS INSTRUCTED TO DO THIS BY MY STATION MGR IN OTZ. WHEN I GOT BACK, I CHKED MY OPS SPECS AND FOUND MY LIGHTING TO BE QUESTIONABLE. CONTRIBUTING FACTORS: IT WAS LATE, WE WERE ALL TIRED AND IT WAS COLD AND WINDY.
