Narrative:
During ILS runway 25R (visual conditions) to lax we received a 'descend' RA while on final approach. A commuter turboprop behind us was conducting a visual approach to runway 25L and intentionally increased speed so as to assume a 'formation' position at my 8 O'clock position. I complied with the RA and increased my speed 20 KTS, but he also increased speed. We told the tower twice but neither the tower nor the commuter took any action to relieve the RA. During the latter portion of the approach I was able to see the commuter over my shoulder. I spoke to the tower controller later. He said this is a frequent occurrence and gars are common. He indicated, and former commuter company pilots agree, that some commuter pilots intentionally fly 'formation' during parallel approachs regardless of TCASII indications. This aircraft was extremely close to my aircraft and refused to back off. He put me in a difficult position. Lax should initiate and enforce staggered approachs to parallel runways.

Title: B757 FLC HAS COMMUTER ACFT SPD UP TO FLY BESIDE THEM ON PARALLEL RWY VISUAL APCH. TCASII ACTIVATES.
Narrative: DURING ILS RWY 25R (VISUAL CONDITIONS) TO LAX WE RECEIVED A 'DSND' RA WHILE ON FINAL APCH.
