Narrative:
The air carrier X jet was left at 13000 ft and entered into ZTL airspace at the unarm sector. Clt approach owns surface to 12000 ft, greer approach owns surface to 10000 ft. Over greer's airspace the aircraft was descended to 10000 ft and into greer's airspace without any coordination with greer approach or ZTL unarm sector which owned 11000-13000 ft. The aircraft should have been pointed out to unarm sector and control requested to descend the aircraft. Then greer approach should've been called to request approval to descend into their airspace. FAA handbook 7110.65J was violated in that it states that any aircraft handed off to you shall be descended into your own airspace immediately unless otherwise coordinated. This wasn't done. The clt/greer LOA states that the aircraft should cross the clt/greer boundary level at 10000 ft, unless coordinated. This was not done.

Title: GSP CTLR ALLEGES CLT-GREER LOA WAS VIOLATED WHEN ZTL FAILED TO EFFECT DSCNT COORD INTO GSP AIRSPACE.
Narrative: THE ACR X JET WAS LEFT AT 13000 FT AND ENTERED INTO ZTL AIRSPACE AT THE UNARM SECTOR. CLT APCH OWNS SURFACE TO 12000 FT, GREER APCH OWNS SURFACE TO 10000 FT. OVER GREER'S AIRSPACE THE ACFT WAS DSNDED TO 10000 FT AND INTO GREER'S AIRSPACE WITHOUT ANY COORD WITH GREER APCH OR ZTL UNARM SECTOR WHICH OWNED 11000-13000 FT. THE ACFT SHOULD HAVE BEEN POINTED OUT TO UNARM SECTOR AND CTL REQUESTED TO DSND THE ACFT. THEN GREER APCH SHOULD'VE BEEN CALLED TO REQUEST APPROVAL TO DSND INTO THEIR AIRSPACE. FAA HANDBOOK 7110.65J WAS VIOLATED IN THAT IT STATES THAT ANY ACFT HANDED OFF TO YOU SHALL BE DSNDED INTO YOUR OWN AIRSPACE IMMEDIATELY UNLESS OTHERWISE COORDINATED. THIS WASN'T DONE. THE CLT/GREER LOA STATES THAT THE ACFT SHOULD CROSS THE CLT/GREER BOUNDARY LEVEL AT 10000 FT, UNLESS COORDINATED. THIS WAS NOT DONE.
