Narrative:
While working north departure at mia during a moderate to severe WX session, traffic was extremely heavy and complicated. On departure during initial contact, I climbed air carrier X to 7000 ft, followed by a nwbound turn. As air carrier X left 3000 ft, I looked at the arrival corridor and seeing no traffic, I climbed air carrier X to 14000 ft. A min or 2 later, air carrier X asked me to verify his climb clearance, which I did. He then asked if I was 'working this traffic above' him. I looked at his (air carrier X's) target and saw 8000 ft traffic above him, just as the 2 targets were passing. At that moment, air carrier X was at 6700 ft level. I asked air carrier X to verify his altitude and he confirmed he was at 6700 ft. By this time the 2 targets were past each other and I reissued the climb to 14000 ft to air carrier X. I don't know when air carrier X leveled at 6700 ft, but I feel if he had continued his climb normally, a safe situation would have been present.

Title: DEP CTLR TURNED AN ACR B757 TO A NW HDG AND CLBED HIM TO 14000 FT THROUGH THE ARR CORRIDOR. THE B757 ASKED ABOUT TFC ABOVE HIM AND HAD STOPPED HIS CLB AT 6700 FT. RPTR WAS UNAWARE OF THE OTHER TFC, BUT FELT SAFE SEPARATION WOULD HAVE EXISTED IF THE B757 HAD STILL BEEN CLBING.
Narrative: WHILE WORKING N DEP AT MIA DURING A MODERATE TO SEVERE WX SESSION, TFC WAS EXTREMELY HVY AND COMPLICATED. I ASKED ACR X TO VERIFY HIS ALT AND HE CONFIRMED HE WAS AT 6700 FT. BY THIS TIME THE 2 TARGETS WERE PAST EACH OTHER AND I REISSUED THE CLB TO 14000 FT TO ACR X. I DON'T KNOW WHEN ACR X LEVELED AT 6700 FT, BUT I FEEL IF HE HAD CONTINUED HIS CLB NORMALLY, A SAFE SIT WOULD HAVE BEEN PRESENT.
