Narrative:
Because of a problem closing the dca terminal it was determined to divert a flight to iad. After many ACARS messages, the flight was finally sent to iad, but on approach was told to return to dca by persons other than the dispatcher. Flight was on a 3 mi final at iad.

Title: AN ACR DISPATCHER RPTS THAT HE HAD TO DIVERT A B737 FROM DCA TO IAD BECAUSE OF A PROB AT DCA THAT CLOSED THE TERMINAL THERE. AS THE FLT APCHED IAD IT WAS TOLD TO RETURN TO DCA BY SOMEONE OTHER THAN A DISPATCHER.
Narrative: BECAUSE OF A PROB CLOSING THE DCA TERMINAL IT WAS DETERMINED TO DIVERT A FLT TO IAD. AFTER MANY ACARS MESSAGES, THE FLT WAS FINALLY SENT TO IAD, BUT ON APCH WAS TOLD TO RETURN TO DCA BY PERSONS OTHER THAN THE DISPATCHER. FLT WAS ON A 3 MI FINAL AT IAD.
