Narrative:
We were on a high speed continuous duty overnight. We had a new flight attendant just off IOE. I made the approach briefing and stated that we were 10 mins out and for her to prepare the cabin for arrival. At approximately 8000 ft MSL she came in while the captain was on the radio with maintenance and tried to get his attention. I asked what she wanted and she demanded that we call for 2 passenger buses. I told her we would try to accommodate her request but she could not be up here now and to return to her seat. On the ILS to runway 30R at msp just past the OM jacko, the door bursts open and she comes running in with a paper. I was talking to the tower and the captain was flying the approach by hand. He yelled for her to get out now. This distraction me from the tower instructions and the captain from flying. Later we asked what was in her hand and she said she wanted to give us our passenger connections. Her actions seriously endangered our flight as both pilots were distraction in a critical phase of flight in close proximity to the ground. We spoke with her after and she said she understood the sterile cockpit rule but could give no reason why she had to come in. I feel that flight attendants need to understand the importance of this rule and possibly have some more training on when it is acceptable to enter the flight deck.

Title: NEW CABIN ATTENDANT INTERRUPTED THE STERILE COCKPIT RULE WHEN SHE BURST THROUGH THE COCKPIT DOOR DURING DSCNT AT 8000 FT AND AGAIN INSIDE THE OM ON AN ILS APCH WHILE IN IMC CONDITIONS. THE CREW BOTH TIMES IMMEDIATELY INSTRUCTED HER TO LEAVE THE COCKPIT.

I FEEL THAT FLT ATTENDANTS NEED TO UNDERSTAND THE IMPORTANCE OF THIS RULE AND POSSIBLY HAVE SOME MORE TRAINING ON WHEN IT IS ACCEPTABLE TO ENTER THE FLT DECK.
